Departmental Treasury

The Office of the Lord High Treasurer has been continuously in commission for well over 200 years. The Lord's Commissioners of HM Treasury consist of the First Lord of the Treasury (who is also the Prime Minister), the Chancellor of the Exchequer and five Junior Lords. This Board of Commissioners is assisted at present by the Chief Secretary, the Parliamentary Secretary (who is the Government Chief Whip in the House of Commons), the Paymaster General, the Financial Secretary and the Economic Secretary.

The Prime Minister as First Lord is not primarily concerned with the day-to-day aspects of Treasury business, neither are the Parliamentary Secretary and the Junior Lords as Government Whips. Treasury business is managed by the Chancellor of the Exchequer and other Treasury Ministers, assisted by the Permanent Secretary. The Chancellor has overall responsibility for the work of the Treasury.

The Chief Secretary is responsible for public expenditure planning and control; public sector pay; value for money in the public services, including Public Service Agreements; public/private partnerships and procurement policy; strategic oversight of banking, financial services and insurance.

The Paymaster General is responsible for strategic oversight of the UK tax system as a whole, including direct, indirect and corporate taxation; capital gains tax; inheritance tax; and VAT. Departmental Minister for HM Revenue and Customs, including the HM Revenue and Customs Bill; overall responsibility for the Finance Bill; European and international tax issues; tax credits; Treasury interest in childcare issues; and welfare reform group (welfare fraud).

The Financial Secretary is responsible for banking, financial services and insurance; the Financial Services Authority, including financial services tax issues; personal savings policy; foreign exchange reserves and debt management policy; Corporate Social Responsibility; National Savings, the Debt Management Office; the Office for National Statistics; the Royal Mint; the Government Actuary's Department; and Departmental Minister for HM Treasury.

The Economic Secretary is responsible for enterprise and productivity, including small business taxation; competition and better regulation; science policy; the R&D tax credit; regional economic policy; urban regeneration and social exclusion; environmental issues, including transport taxation; the voluntary sector and charities, including taxation; excise duties and gambling.
